Its another story of a parent killing his daughter and committing suicide. I have seen so many suicides due to this kind of child abuse & domestic violence it sickens me.
To know that I went through the same thing (without the suicide obviously), losing my connection with my children (Not having had time with them in 5 years, no calls, texts, nothing.) and losing
almost everything I ever owned including the 5 million dollars worth of property/business/Personal property. 1 week I lost my businesses, my place to stay, and my income.
It staggers me that when trying to file complaints, especially child abuse and domestic violence it has to be escalated because it's touchy.

Here is the issue.
I would like to file Child abuse, domestic abuse charges and more against the people named in the previous email.
Rather than filing the charges, I am getting the runaround from your department. I understand you have to work with these people and it may be touchy but that does not
take away that by giving me the runaround, you are protecting Child abusers, domestic violence and more.

I apologize in getting back to you. We had Monday off for Martin Luther King remembrance and I had to be in Asheville and Burke County all day yesterday.
Please understand, I am not an attorney, so in trying to put your inquiry into perspective, I understand now that your questions center around the 24th Judicial District and those Judicial Officials that are part of that entity (e.g. District Attorney, Judges, etc.). I also understand that some inquiry may also be directed to the Watauga County Department of Social Services.
Kenneth, please don’t think I am simply shifting your inquiry, but the Watauga County Sheriff’s Office does not have original jurisdiction over the judicial officials (DA, Judges, Magistrates, attorneys, etc.)…that rests with the NC , or local, Bar Association, the NC Attorney General’s Office, or the NC Administrative Office of the Courts.
With that understanding, it is clear that this office cannot legally conduct an investigation, nor has jurisdiction over the judicial officials as part of your inquiry.
Further, as Judges, DA’s are independently elected, they are state employees, and are not considered County employees (they are paid by the State of NC).
Do you have an attorney representing you? Perhaps your attorney could make contact with the NC Department of Justice on your behalf as a possible initial point of contact.
Also, the inquiry seems more of a civil matter versus a criminal matter – so you might have some success with Legal Services of the Blue Ridge, 171 Grand Boulevard, Boone).
I know this is not what you might have been seeking, but there is no mechanism for this office to proceed with any action against the State of NC.

Dear Len,
Thank you for writing me back. The email you wrote was very well put together and I did not want to have a knee jerk reaction to it.
After reading your email about a dozen times it saddens me. Although I am trying to comprehend what you are saying about districts and employees of the state,
I have a question: if a judge robbed a bank would you be able to arrest him/her? How about if they sexually abused an underage girl?
Would you just walk away and say "Sorry not my district". And there lays my quandary. I know beyond any shadow of a doubt my 2 youngest daughters were severely emotionally and psychologically abused.
I have documented evidence of Judge Harrison taking money. I have documented evidence of multiple refusals of due process. I have factual evidence of fraudulent findings of facts.and unfortunately, I have evidence of a conspiracy to continue these crimes by the NC Judicial Standards Commission.
I have a call into Josh Stein executive assistant Candy Finley and am waiting on her call back with hopes I can speak directly with Josh Stein.
But you should understand something, what do you think a parent will do when they see their little girls assaulted again and again and that parent is forced away out of their child's life without any due process or any way to help them.
I know you have had to see this before, you are not a newbie in this business. The lawyers all say the same thing "We have to work here and that would be financial suicide".
The judges surround the wagons and there is no one left to do the right thing. This leaves the parent abused and destroyed and unfortunately the child with major symptoms of abuse.
One of the hardest things to realize is that my daughters are damaged for life and are 12 times at a higher risk of suicide from all this. imagine being in that position and there is nothing you can do to help.
This is in no way a civil matter. This is criminal child abuse through and through.
Len, I really do appreciate your email I just do not see/understand how the Sheriff's department would let criminals/child abusers walk the street because they are judges.

I filed NC Judicial complaints last year and received a boiler plate letter back denying my complaint.
I filed 5 addendums to that complaint in Dec of last year with 5 specific PROVABLE RECORDED FACTS where I was denied due process and there was fraudulent findings of fact. Again provable and recorded.
I received another boiler plate letter from them again denying my complaints.
100% of all complaints are dismissed when not using an attorney and only 3% of all cases using an attorney have any actions.
I appreciate everything you saiid but I have been down that route and the corruption is deafening.
Once again, if you would please answer this:

An officer in NC can arrest for criminal activity if they are in their jurisdiction (e.g. I couldn’t arrest someone in Wilkes County for traffic violation.
However, I could be subpoenaed, as an observer, by attesting to my personal observations of a crime on a warrant - in concert with the Wilkes Magistrate, District Attorney’, and a law enforcement officer from Wilkes).
1. Personal observation; by officer at time of event (e.g. traffic violation, like running a stop sign (see above) - must have “reasonable suspicion” or “probable cause,”
2. Witnessed criminal activity by another...not witnessed by an officer (see above) and a successful application to the Magistrate
Such activities then can lead to a warrant being issued, special appearance before the Grand Jury, or an order from the District Attorney’s Office to physically bring someone into custody, or taking a warrant for a specific crime based on officer observation (a citation or criminal summons sworn to probable cause.
In other words, an individual can be arrested for almost anything, or they could be issued a citation to appear in court, or a criminal summons that is issued to be in court.
It sounds as though the individuals you have Identified with allegations are more civil in nature and not specifically criminal (barring a physical assault).
In answering your question, if I did personally observe any Judge robbing a bank, in my jurisdiction, I could legally arrest him/her immediately, or I could go to Magistrate and attest to observation on warrant for arrest.
If a judicial official sexually abused a child warrants could possibly be granted - with probable cause, attesting by a parent or guardian, or evidence - usually by a children’s advocacy center forensic investigation, or other evidence (cuts, bruises, strangulation, etc.).
Understand too, that alleged criminal activity by Judge, Magistrate, or clerk of court; since they are considered state employees, then the lead agency for State Level law-enforcement should be the North Carolina State Bureau investigation.
Again, understand that I am not an attorney.
However, on all of your allegations an attorney could best guide you - whether it might be criminal, civil, bar opinions, or US Civil Rights.

Hi Len,
I figured you would want to read this email chain. Josh Stein's attorney Hugh Harris sent me an official letter to which I replied back.
As you can see by my last email I have become extremely frustrated.
While you have told me to go to Josh Stein's office, they have told me to go to the NC DSS, The NC DSS told me to go to Tom Hughes at Watauga DSS. And Tom does not know what to do.

Dana and Danny Houck At Boone PD (Who I have been friends with for over 15 years) sent me an email saying they won't even discuss this with me.
Seth Banks office refused to do anything and shut me down.
On January 11th 2019, the NC Judicial Standard Commission stated (Ill put this in my own words) They could give a damn about due process, wrongful imprisonment, Child abuse,
Domestic Violence or even Bribery. (Yes Judge Harrison took Money from Eggers, Eggers and Eggers: Christy Gottfried's attorney and he conveniently refused to disclose that item
and/or to recuse himself.) they are there to protect judges.
Now, I know I may sound a little out there at this point, but covering up child abuse is not right.
You are welcome to join the bandwagon and just say: sorry Ken, I did what I could do, but that still leaves me wondering why you would tell me to got to the attorney general

I know you are extremely busy and this case is not exactly on the top of your todo list.
You have offered me help with directions to turn, but by now you can see I have tried many different avenues all leading to the cover-up of child abuse, domestic violence, abuses of power and the list goes on.

I can ask Special Agent Laws, but there has to be substantial evidence, proof positive, of the alleged abuse. Even then, a determination as to any NC General Statute violation must be made by their legal folks (NC Department of Justice - Attorney General’s Office).
Again, I think it might be worth your time to contact a private attorney for further direction.

I have just spoken to Tom Ammons this morning 5/22/2019. I need to have an answer in response to this email to the questions I asked you on May 8, 2019.

- (My Response) I will escalate this and file an internal affairs complaint seeking a conflict of interest on your part. as this is much more than a child abuse case but can very well be escalated to a RICO case of extortion, deprivation of civil liberties. racketeering and more, with very little investigation.

I would like to file criminal charges on the following people regarding North Carolina General Statute 7B-301(b) Failure to file suspected child abuse charges.
I have ample documentation that backs up every charge and will supply that to the prosecuting attorney.
Since this involves members of:

It has now been a week, and I have not received a response directly from you regarding this email.
I would like to know when I can receive a copy of each of the criminal charges I had asked to file.
I have received a response from Barbara.Payne, (your assistant) which unfortunately makes no sense to me.
I would like to remind you, I have not seen or heard from my children in almost 6 years. Although they are now adults, this shows the extensive psychological damage
that they have incurred and will most likely be life-long.

According to North Carolina General Statute 7B-301(b) Failure to file suspected child abuse charges. This specifically states that
these are criminal charges, not civil.
The issue, (That I see) is that all of the people (I am pressing criminal charges against) do not care how damaging emotional child abuse is.

The bottom line is that I must rely on cooperation and the legal counsel of the DA’s Office, the County Attorney, the Clerk of Superior Court, Judges, etc.
I have copied Judge Eggers-Gryder, Clerk Diane Deal, and District Attorney Banks, and the County Attorney T. DiSanti, and I have discussed your request with each of them. I have also copied the Director of Social Services and the County Manager.
Although this is, I’m sure not the answer you are seeking, the matter (understanding that I am not an attorney) seems to indicate this is a civil action versus a criminal action.
As you know, most of these copied officials are, as noted by you, specifically named as the center of your claim to be heard.
Again, I am not an attorney, but, as you indicated earlier, your children are now adults, and I am not sure if there is a statute of limitations, or not?

I appreciate your communication, but what I do not appreciate is in the law where it states criminal charges and you are constantly ignoring the law and pushing me to civil.
- I am 100% positive my daughters were emotionally abused by the people I have mentioned. They used this as a tactic in my divorce.
- I am 100% positive they did not contact the Director of Child services.
- I am 100% positive this is defined as domestic violence as it is defined by the DOJ (Attached). As they have destroyed my relationship with my children
- I am 100% positive that Judge F. Warren Hughes and Judge Hal Harrison refused me Due Process many times.
- I am 100% positive they realized this was torture and traumatizing for my children.
- I am 100% sure that the Judicial Standards Commission protects Judges and not citizens. Due to the fact that I sent them absolute proof of refusal of due process, filing fraudulent findings of fact and more, and their response was to protect the Judges.
- I am 100% positive that this is racketeering as all departments are covering up the denials of civil rights and protecting one another even child abusers.

I am filing Title 18 section 242 color of law against everyone that touched my case.
These are federal felony's. I have documentation from every single person that I was filing charges against and personally you are looking at over 20 felony charges,. 1 for every child abuser and person that failed to reports child abuse which you are protecting and refusing to do your sworn duty to up hold.
With all due respect: I was given a subpoena on May 19th 2016 to appear in court on May 20th. I had no attorney and was handed a restraining order on May 17th kicking me out of my Business and place I was living on fraudulent findings of facts.
When I asked for a continuance due to not having due process from Judge Harrison he ordered the case to be heard that day.
I was sent to jail for 30 days because I did not understand what was going. During this time I missed my daughters High School graduation.
I have not heard from my daughters in almost 6 years and EVERYTHING i have read leads that my daughters are 12 times more likely to commit suicide.
Now,
You must be a bigger man than I. It seams that you can sit back and watch you children get abused daily. You are fine with not being part of your children's lives, even if they are adults now
You enjoy the fact when they state in front of a judge they wished you were dead and show every characteristic of emotional abuse, trauma and torture even though you were kept out of their lives for 2 years prior at that point.
You are ok knowing that this abuse will follow them for the rest of their lives. Based on a study from Kaiser Permanante,and the CDC you children will most likely die 20 years earlier and be 12 times more likely to commit suicide.
Congratulations, you are a bigger person than I .
I am not at a point, where I know this will alter my children's lives for the rest of their life, where I just sit back and hope my daughters are ok.
I am absolutely not OK with the Judicial system complicit, encouraging, and committing child abuse and denying me of my constitutional rights.
Now once again, I do apologize in advance, but protecting child abusers and people that destroy children and parents lives, I am not ok with.

Thank you. DSS has done everything that can be done, we have had State review it for guidance and they agree nothing more can be done. The “now adult” children do not agree fathers synopsis of situation, which stops any further involvement of department.

If you can please clarify what you have just said in both of your emails:
- You have not spoken to my children recently at all, or you have? Please elaborate.when did you speak with them. Who spoke with them?
- Have you ever spoken with my children? If so, whom and do you have a recording?
- You refused to answer my questions from the previous email.
- A fathers synopsis? How do you know that my daughters do not agree? Did you make this up? Are you refusing to tell me the entire truth?

You are stating that emotional abuse does not have lasting effects.
Minuchin, Beck, Bowlby the pillars of family psychology regarding Attachment theory, Family systems, Cross generational coalition are just some of the
people that would disagree with you. I also have time i have clinical psychologists that would be willing to talk to you.
I realize you would like to end this ASAP and sweep it under the rug, but the fact stands that my children were emotionally abused and they will deal with this abuse most likely for the rest of their lives.
They have cut off my entire side of the family and I have not heard from them in almost 6 years.
If you are trying to explain this to me as a normal occurrence, I have many clinical psychologists that will disagree with you.

Here is the actual North Carolina Code.
7B-301. Duty to report abuse, neglect, dependency, or death due to maltreatment.
(a) Any person or institution who has cause to suspect that any juvenile is abused, neglected, or dependent, as defined by G.S. 7B-101, or has died as the result of maltreatment, shall report the case of that juvenile to the director of the department of social services in the county where the juvenile resides or is found. The report may be made orally, by telephone, or in writing. The report shall include information as is known to the person making it including the name and address of the juvenile; the name and address of the juvenile's parent, guardian, or caretaker; the age of the juvenile; the names and ages of other juveniles in the home; the present whereabouts of the juvenile if not at the home address; the nature and extent of any injury or condition resulting from abuse, neglect, or dependency; and any other information which the person making the report believes might be helpful in establishing the need for protective services or court intervention. If the report is made orally or by telephone, the person making the report shall give the person's name, address, and telephone number. Refusal of the person making the report to give a name shall not preclude the department's assessment of the alleged abuse, neglect, dependency, or death as a result of maltreatment.
(b) Any person or institution who knowingly or wantonly fails to report the case of a juvenile as required by subsection (a) of this section, or who knowingly or wantonly prevents another person from making a report as required by subsection (a) of this section, is guilty of a Class 1 misdemeanor.

If I am understanding you correctly, that YOU Tom Hughes, the director of Watauga DSS: are making statements that you are defending and encouraging Sheriff Len Hagamin not to file criminal charges against people who are mandated by
North Carolina General Statute 7B-301(b) to report suspected child abuse and have not reported it.
You, Tom Hughes are stating that reporting child abuse has a statute of limitations. Can you show me where you pulled that from?

Thank you for noticing the importance of child abuse.
Once again, Please answer these questions as it seems you are interfering with a criminal matter.
- Please clarify as to why you have commented to Sheriff Len Hagaman on a criminal matter?
- Have YOU documented that Sheriff Len Hagaman contacted you about suspected child abuse? Did you do a write-up and forward it to anyone other than Andrea Capua to cover your ass? Did you escalate it to anyone? Do you even have a procedure when a child has been suspected of abuse but is now an adult?
- You also commented that my children never brought this to your attention. Please explain how a child in an emotionally abusive situation is supposed to bring up something that she would be 100% totally unaware of? Do you even know about emotional child abuse and how to detect it?
- With your statements to Sheriff Len Hagaman are you asserting your title and position that people should not obey North Carolina General Statute 7B-301(b) law and report suspected child abuse?
- Please also show me where there is a North Carolina statute of limitations on child abuse? You are ignoring this question because there is no statute on this.

· I just have spoken with Lisa Austin and her response to me was that she only takes in NEW child abuse report cases. I believe this was your attempt to obfuscate the criminal issue with Sheriff Len Hagaman and protect individuals that failed to report child abuse as required by NC law. I find it reprehensible that you are dodging your responsibility to protect children against child abuse. Part of your responsibility as the Watauga DSS director is to accept and document those reports and not to use your position to interfere with criminal procedures.
· As far as Chad Slagle, It is very apparent that he is practicing out his field. Refusing to investigate emotional child abuse charges and allowing it to continue. This shows a dereliction of his responsibilities as he is the first line in Watauga social services to protect children, especially in imminent danger.
