I am writing to bring to your attention a matter of grave importance involving systemic judicial misconduct and child abuse. Enclosed in this box are documents representing over 1,000 judges across the United States accused of child abuse. This issue goes beyond individual cases and highlights a systemic problem with financial incentives tied to Title IV-D and Title IV-E of the Social Security Act.
As you may be aware, 88% of judges’ retirements are funded through matching grants provided by the federal government under these programs. This creates a deeply concerning conflict of interest, where judges profit from decisions that perpetuate child custody battles. These financial structures compromise the integrity of the judicial system and result in devastating consequences for countless families.
One of the most egregious practices exposed in these cases is how judges actively order child psychological abuse. Judges frequently ignore clear signs of psychological manipulation, coercive control, and emotional abuse by one parent, often rewarding the abusive parent with custody. These decisions are made without proper psychological assessments of the child or either parent, despite overwhelming evidence of harm. This effectively institutionalizes child psychological abuse and alienates children from loving, protective parents, often for life.
This matter was previously submitted to your predecessor, Christopher Wray, but unfortunately, no action was taken, and the matter died under his leadership. I hope under your direction, this evidence will receive the attention it deserves.
The enclosed documents highlight widespread corruption and its devastating impact on families and children. This systemic failure undermines public trust and allows abuse to continue unchecked. I kindly request your response to confirm whether the FBI will investigate these allegations and to outline the Bureau’s procedure for addressing the trafficking of children within judicial systems.

As you requested 2-3 people of my choosing as a start of the FBI’s investigation who committed malfeasance, ordered domestic violence, child abuse and denial of constitutional rights under the color of law.
Your request of only 3 people is a difficult question, as it took a village to protect these child abusers, child traffickers and all the people who protected them.
It also required the full authority of criminals within the oversight committees to look the other way and to blindly deny the blatant refusal of constitutional rights.
Here are your three people to start:
Place an illegal gag order from me protesting in front of the courthouse trying to protect my daughters. Threatened me with arrest.

NOTE: My attorney David Turlington stated in court that due process was not being observed in accordance with North Carolina code as there was not at least a 5-day notice prior to court.

Sheriff Len Hagaman refused to write a report or provide any documentation. Len Hagaman completely covered up the child abuse so these people can continue to abuse children, and parents.
Please note: NC DSS Watauga director continuously lied about the damage of psychological child abuse. Director Tom Hughes refused to do any investigation and helped cover up child psychological abuse and the abuse to my children.
During the writing of this letter I received an email from one of my daughters. Only 2 weeks after our discussion on August 4th 2022. This would be the first initiated contact on her behalf in almost 9 years
This was not just any letter. This is what a specialist in this field of child psychological abuse would state as a textbook case of abuse.
While you may not understand the damage caused by this type of child abuse this gives you, ‘the FBI’ no right to commit malfeasance and ignore it. Waiting a full year for the FBI to contact a parent who is screaming from the mountain tops to file reports and hold people accountable is a disgraceful act by the FBI.
I have had several people who have called/written me for help after they have seen my website childabusivejudges.com. Several were complaining about the same judges who I have been trying to file reports on. The FBI remaining silent and refusing to address these acts of child abuse, child trafficking, domestic violence is insidious and goes directly to the heart of who the FBI actually is.
The FBI has proven time and again that Fidelity, Bravery, Integrity should be changed to cowardness, child abusers and dishonor.
Please show me that the FBI still has people with integrity
All documents, subpoenas can be acquired and verified from the Watauga County clerk of court.
Please know this as fact: That if you ‘the FBI’ fail/refuse/commit malfeasance to do your job and protect children from child abuse, child abusers from prosecution and parents from domestic violence, then you can be assured that the peoples last vestige of hope relies on the United States Constitution. - Judge F. Warren Hughes without due process allowed counselor Lyric Fitzgibbons to testify as an expert witness against my attorney’s objections. Only having being given a 2-day notice. Lyric Fitzgibbons 1 year later was convicted of ethics violations and ordered by North Carolina Board of Licensed Professional Counselors to stop seeing my daughters. Attachment B
- Refused Due Process and Refused to allow access or any time with my daughters caused child abuse and domestic violence for over 11 months.
- Judge F. Warren Hughes Colluded with attorneys Rebecca Eggers and Tamera Divenere and ordered psychological child abuse and domestic violence to continue for over 11 months.
- On December 2nd 2015, Judge F. Warren Hughes called my daughters in private chambers. In chambers Judge F. Warren Hughes witnessed firsthand the damage of psychological child abuse and refused to report suspected psychological child abuse on my children as mandated by N.C.G.S. § 7B-301
- Child abuser Judge Hal G. Harrison
- December 3rd: Subpoena for me to appear in court in 1 hour.

- Feb 5th 2016 Judge Hal G. Harrison called my previous attorney to the stand to testify against me. Colluded with Tamera Divenere to acquire a subpoena for previous attorney Nancy Rivenbark to appear and testify within 2 hours.
- May 17, 2016 Judge Hal G. Harrison Colluded with Tamera Divenere in private to grant a restraining order preventing me from being on any of my properties (where I lived at the time) or from coming in to my place of business.
- May 19th 2016, Judge Hal G. Harrison signed a Subpoena to appear in court the very next day.
- Judge Hal G. Harrison refused a continuance and denied due process as it is an inalienable right.
- Judge Hal G. Harrison illegally ordered 30 days of jail time, over my daughter’s high school graduation.
- July 2016, Judge Hal G. Harrison ignored the American with disabilities act ignoring a psychologists orders asking that I have 60 days of no court to mentally recover from illegally being put in jail and missing my daughter’s HS graduation. Judge Hal G. Harrison ordered an arrest warrant furthering complications of my mental state.
- August 17, 2016, Judge Hal G. Harrison knowing that I was compromised Blackmailed me by over 5 million dollars by issuing another arrest warrant as I was no longer in any frame of mind to appear in court. Once again ignoring the Americans with Disabilities act.

These organizations refuse to write a single report and if a report is written it most likely will be untrue.
Please understand, many of these children are in eminent danger.
As the FBI director, ‘you’ are the last rung of the judicial ladder. What your employees are telling me to do is advise people to use their 2nd amendment constitutional rights and protect their families.
They are asking this through their own malfeasance. Your employees are actively suppressing mandatory reporting, not opening child trafficking/abuse cases, and have involved the Federal Bureau of Investigations as a primary co-conspirator in this child trafficking ring.

I hope this letter finds you well.
The letter I am hoping finds its way into your hands as it is meant to protect the fabric of our judicial system.
I have been told and shown by the FBI Hickory NC division, US Attorney Lambert Guinn western NC district, and Loveland FBI Amy Howard, that the constitution and law does not apply to them.
Child abuse is a horrible thing and having watched my daughters abused by the local judicial system can shatter almost anyone’s belief in the judicial process.
The cover-up on every level to protect the child abusers should be so disturbing to you, it should make your blood boil. Especially, since it involves your FBI agents encouraging people to use their 2nd amendment rights against politicians, judges, divisions of child services, Sheriffs and Police Departments. No, I am not kidding.
My little girls were abused, and you would not think filing charges against those who abused your children would be difficult.
On every level I was pushed away and was even denied the ability to file a single police report.
Since this was happening over a long time, I did years of research only to find out there are millions of children being abused by the Judicial System.
I realize you are extremely busy, but we are talking millions of children abused every year by the justice system. When the FBI encourages people to use their 2nd amendment right because they are too busy, understaffed or simply have no desire to protect children, we have a major issue.
They act as if they do not have any initiative to do their job because the FBI does not have resources, manpower or the willingness to protect people rights or their children.
Chris, I would like some clarification from you as the director of the FBI. Are you standing behind your agents in telling people, ‘when your child is in eminent danger of abuse’ people use their 2nd amendment right to stop those people inflicting the trauma to their children?
Before you answer this question, please read my letter (attached) regarding filing criminal charges against one of your employees. It is for failure of immediately reporting suspected child abuse (which is mandated by law).
This letter also shows you also the difficulty in trying to file charges against the child abusers in just my case.

THEIR RECOMENDATION IS TO USE YOUR SECOND AMENDMENT RIGHT TO PROTECT YOUR FAMILY AND OUR CONSTITUTION BECAUSE THAY TAKE TIMe AN THAT IS IF THEY DO ANYTHING AT ALL.
